Application Case of Sinopec Yangpu Oil Depot
An oil depot is a base for storing oil, which has characteristics such as flammability, explosiveness, volatility, and fluidity. With the passage of time, the corrosion and aging of equipment and facilities have become increasingly severe, and the task of updating and renovating is heavy. The frequent use of soil and hot work has posed significant safety hazards to the rear oil depot. Therefore, strengthening the safety management of oil depots, timely identifying and eliminating unsafe factors in oil depot safety work, and preventing the occurrence of various accidents are of great significance.
Yangpu Oil Depot of Hainan Petroleum Branch of China Petroleum and Chemical Corporation is located in the southwest area of Hainan Refining and Chemical Industry, Binhai Road, Yangpu Economic Development Zone, Hainan. Its main business scope includes investment in finished oil terminals and oil depots; Storage of fuel oil, diluted asphalt, and finished oil. In order to strengthen the management of oil depot equipment, keep it in a good technical state, create a good environment for oil depot production operations, improve the operational efficiency of the oil depot, and improve the management level of oil depot equipment, Sinopec Yangpu Oil Depot has introduced the Huiyouan Intelligent Inspection System to strengthen the safety management of the oil depot.
Set up patrol personnel, time, tasks, and patrol plans through the system platform, and patrol personnel will conduct regular and fixed patrol inspections; By conducting targeted inspections, we effectively prevent situations such as missed inspections and proxy inspections, ensuring comprehensive detection and prevention of safety hazards in the oil depot area. Able to promptly detect and eliminate production equipment anomalies, ensure safe operation of equipment, and effectively prevent accidents from occurring.
1. Conduct daily inspections according to the prescribed routes and time periods, and it is strictly prohibited to walk through the scene without proper inspections; During the inspection, it is necessary to "listen, see, touch, smell, and inspect" without leaving any blind spots.
2. The designated inspectors on a daily basis are responsible for implementing safety regulations and operating procedures for the entire warehouse and their respective positions in accordance with the principle of "whoever inspects is responsible". Conduct a 24-hour patrol inspection of the operation of equipment and facilities, and increase the inspection efforts in case of major operations, abnormal weather, and other special circumstances.
3. Clarify the job responsibilities of inspection personnel and standardize the inspection work behavior. Timely identify and rectify potential accidents, stop the phenomenon of "three violations", and ensure production safety.
4. Establish an evaluation system based on the inspection data collected and analyzed on the system platform, and evaluate the inspection personnel on a monthly basis. The evaluation includes the number of identified hazards, rectification rate, number of accidents avoided, and safety rationalization suggestions.
